Skycharts pro will download everything and keep it updated, it does not interface with FSX as it is for real-life flying. I have it for both and I absolutely love it.

+1 for FS Kneeboard.  If you fly in the US, it's awesome.  It has Sectionals, TAC's, IFR En Route charts, and Approach Plates.  You can also load pdf's into it if you have charts for other regions.
