There are charts in the aircrafts operating manual. The most simple way is to take the fuel consumption for the phase of flight and multiply it by the time you are in that phase of flight. Example for something like a small GA plane you are departing and your airplane consumes 12 gallons of fuel per hour during the climb and it takes you 15 minutes to climb to your cruise altitude so 12 x .25 = 3 gallons. When you reduce power for cruise it will be around 8 gallons an hour so if you are flying for 2 hours in cruise then you would add 16 gallons to your 3 you had for the climb and add in a margin to be safe.
