I'm excited to see your work on this. I hope to use FSX (even if just the default) in MS Flight. Would the VOR's function?

Believe it or not, the VORs already exist -- if you were to move your aircraft outside of Hawaii or Alaska, you wouldn't get scenery, but you would find navaids!

Yeah, I think due to the network nature of the navaids they decided to just ship the entire world for Flight instead of trying to figure out how to just do a portion of the data.

Would your world region addon for flight toolkit you posted on FS developer.com be ready to use now to import FSX scenery? It seems like it from what I understand.

My apology. I see it will be some time yet before it's ready. That's fine. I am willing to wait for as long as it takes for the results, and flying in msflight around my home.
