Was this recently installed?  Did you install SP1 first, restart FSX, then install SP2 and then run FSX?  You can try uninstalling SP2, run FSX, then reinstall SP2.  Make sure you install with Admin Rights as you have FSX installed in the default folders and there is a lot of security for anything installed in these folders.  Make sure User Access Controls is turned off too.  Uninstalling SP2 will not change any of your configs, like FSX.cfg, scenery.cfg, dll.xml, etc.  In addition to having UAC turned off, make sure no Anti-virus program is running.

When starting up FSX, make sure you start it with Administrative Privileges.  Go to the main FSX folder, right click on FSX.exe and then select Properties.  Click on the compatibility tab and look all the way down at Admin Privileges.  Make sure FSX is set to start up with Admin Privileges.

If none of the above work, I would return FSX back to the default configuration.  This means moving the FSX.cfg and any dll.xml, exe.xml to a temporary folder.  Also move the scenery.cfg to a temporary folder.  Restart FSX.  The FSX.cfg and Scenery.cfg will be rebuilt to default.  Run FSX and see if this fixes the problem.  If so, move the dll.xml and exe.xml (if applicable - the dll.xml and exe.xml are not installed by default), back into the same folder as the fsx.cfg.  Run FSX.  If no problems, move the fsx.cfg you had moved to a temporary folder back to the FSX hidden folder and replace the one you just rebuilt.  Run FSX.  If no problems, then move the scenery.cfg back and replace the one rebuilt.  Run FSX.
